Testers do not have the regular packaging. Sometimes they do not have caps either, but the product is the exact same thing. It is a good way to save money if it is for yourself, not really for a gift.

Testers may not be legal to re-sell if they are given free to distributors. They probably don't come with packaging like regular product does.

Most employees of cosmetic counters receive ‘gratis’ product(free).
They call them testers, which is what is put out for customers to sample. If they come full, in the box, that is the same thing you’d buy at the counter.
I buy ‘testers’ on e-bay for half the price! It’s the same quality, and the people that sell them make money on their free product.

They are the same. The tester bottle is the one labled tester that retailers allow customers to spray themselves with in order to "test" it. But overall, they are the same.
